PHEA-ETI Evaluation

The PHEA –ETI Evaluator, Dr Patrick Spaven is responsible for producing annual formative evaluation reports, and a summative evaluation at the end of the programme in 2012. These reports rely heavily on the monitoring and evaluation done by the participating institutions.

This project is funded by the Partnership for Higher Education in Africa

The purpose of the project is to support interventions in universities supported by the Partnership for Higher Education in Africa (PHEA) Educational Technology Initiative (ETI) to make increasingly effective use of educational technology to address some of the underlying educational challenges facing the higher educational sector in Africa. This will require a focus on capacity development to initiate and sustain effective educational technology projects which impact on the nature and quality of the student learning experience and outcomes, as well as a focus on knowledge creation and dissemination across and between partner universities on the use of educational technology.

Project Activities

Part A of the project comprised of a year-long, comprehensive engagement process with identified institutions and focused on providing learners with access to quality education and research opportunities; building academics’ capacity to teach effectively; and enhancing the institutional management and administration necessary to support and enable teaching, learning and research activities.

Part B of the programme of work is currently underway. Part B being based on the planning, exposure and research which took place in Part A. Final selection of the Part B activities for investment was be done through a consultative process involving the senior management of institutions and the PHEA Education Technology Initiative (ETI) team.

Progress to Date
In February 2010, the first inter-institutional workshop – held in Johannesburg, South Africa – provided an excellent opportunity to present the first external evaluation report, initiate Part B project activities, and discuss the overall research framework. As originally planned, five participants from each institution attended the workshop, together with the team from SAIDE and the CET, the external evaluator, and John Schoneboom from the PHEA.

In March 2010, a memorandum of agreement had been signed with each institution, which stipulated the expected achievements mapped out as deliverables for each project. During the same period, the first advanced tranche of funding had been transferred to each institution participating in the PHEA ETI.

In June 2010, all institutions submitted progress reports including project plans that anticipated conclusion of work by or before the overall timeframes of the PHEA ETI.

In July 2010, team leaders from SAIDE and CET conducted an review of each institutional progress report submitted and collected evidence in the form of deliverables to verify whether the expected achievements, mapped out in the MOA, for each project had been met.

In August 2010, payment requests for the second tranche of funding had been issued for the following institutions:

- Catholic University of Mozambique
- Kenyatta University
- University of Dar es Salaam
- University of Jos
- University of Makerere
