Guidelines for Open Educational Resources (OER) in Higher Education

The guidelines outline key issues and suggestions for integrating OER into higher education to support quality teaching and learning. The aim of this document, prepared by the Secretariat, is to encourage educational stakeholders to invest in the production, adaptation, and use of OER, and to improve the quality of curricula and teaching.

OER Policy Review and Development Toolkit

This toolkit is aimed at higher education stakeholders who are working with Open Educational
Resources (OER).

It is designed to help you review your own institutional policy environment and where necessary
institute policy changes that will facilitate collaboration and the development and sharing of OER.

The toolkit raises policy questions, and makes suggestions for addressing policy issues. It also
provides examples and case studies of policy development and review, and includes sample
resources/templates, some of which could be adapted for use in your own institutional context.

The toolkit has the following sections. You can read through them all in sequence or just go straight to the issue that interests you.

Federal pen Licensing Playbook

 Federal agencies are increasingly using open licensing to expand the impact and reach of their work, enable innovative use of federally-funded materials, and ensure that publicly funded resources are available to the public. We note shared practices and consideration s, common to the federal open licensing efforts thus far. This Playbook provides a practitioner's guide to using open licenses in the federal context, based on the shared experience. It is not intended to be prescriptive but rather to offer expertise and lessons-learned to federal grants managers interested in exploring or using openly licensed resources as a component of their programs. The Plays are sequential, addressing different stages of program formation . This Playbook ranges from Plays on standards and usability, to training and funding models, to monitoring and sustainability.
